General Information
COMPACT FOR LEEDS
The 'Compact for Leeds' was launched in September 2003 by Leeds Initiative. It aims to strengthen the working relationships between public sector partners and the voluntary, community and faith sector in Leeds.
The Compact is built on four key principles:
- Promoting equal partnerships.
- Encouraging the effective use of resources.
- Improving the quality of communication, consultation and information
exchange. - Recognising the role and value of volunteering and community activity.
The Compact for Leeds is an important document for the City Council, guiding day to day and strategic working arrangements with the voluntary, community and faith sector. The Small Grants Booklet has been developed in line with these principles.

CODE OF PRACTICE FOR THE FUNDING OF ORGANISATIONS:
As a major funder of voluntary, community and faith organisations, Leeds City
Council:
- Recognises the independence of voluntary, community and faith organisations.
- Respects the diversity of the voluntary, community and faith sector in the city.
- Is committed to ensuring that it has clear, open and efficient arrangements for
assessing and allocating funding. - Seeks to encourage funding applications that establish clear standards and
performance measures. - Seeks to encourage the organisations that it funds to have clear management
arrangements and to have effective arrangements in place to avoid unfair
discrimination. - Will ensure that its funding applications and its monitoring and evaluation
arrangements do not discriminate against minority-led organisations. - Will try to provide a pattern of funding that enables organisations to operate
effectively and implement good employment practices. - Members will declare their interest in any funding applications.
SMALL GRANT CONDITIONS
Please note that the following conditions are usually applied to offers of grant aid from Leeds City Council:
- Grant aid will only be considered for Leeds-based projects and / or the activities must be wholly or principally for the benefit of Leeds residents.
- Grants cannot be used to replace money you have already spent, or to cover items or services you have already bought.
- Applications for party political or religious purposes will not be normally considered.
- The organisation must have a democratic structure and a bank account and must be able to demonstrate that it can manage its affairs effectively.
- The organisation must be able to demonstrate that its policies and procedures comply with the Council's Equal Opportunities Policy.
- You should obtain estimates for any item costing over 100 and be prepared to produce the estimates on request.
- Where an organisation has been operating for more than a year a copy of audited accounts or a financial statement for the previous year must accompany applications.
- The grant must only be spent for the approved purpose, i.e. you must spend the money on what you said you would spend it on.
- Receipts or other monitoring information such as invoices must be submitted to the sponsoring department as proof of spend within six months of the grant being received by the organisation (till slips, credit card vouchers, photocopied or altered receipts will not be accepted).
- Organisations in receipt of grant aid must acknowledge the assistance of Leeds City Council.
Other conditions may apply. You will be made aware of these if you are offered a grant.
Small grants funded by Leeds City Council
AREA COMMITTEE WELL-BEING FUND SMALL GRANTS PROGRAMME
Across the city are 10 Area Committees made up of your local councillors. The Area Committee Well-being Fund Small Grants Programme has been set up to provide funding to support projects that address the priorities of the Area Committees and to help local community activities flourish.
Who can apply?
Local voluntary, community and faith groups can apply for funding as long as the project meets the Area Committee's priorities and operates in the boundary of the Area Committee. Please see the 'Area Management/Area Committee' map in Council Booklet. For further information on Area Committee boundaries and priorities please see the
contact information below.
What can I apply for?
- Resources required by groups to run a community initiative:
- Equipment/materials Publicity materials
- Training costs Educational trips
- Residential courses Consultant / Speaker fees
- Costs related to holding a community event:

- Translation and signing costs Registered childcare costs
- Transport to and from the event
Please note Area Well Being Budget cannot be used to:
- Fund the everyday running costs of a community organisation (including general
building maintenance costs) - Pay for costs relating to projects with religious or political aims
- Pay for any projects/part of projects that have already taken place
- Fund any project not benefiting the Wards covered by the Area Committee
How much can I apply for?
A maximum of 500 is available for applications from a single group/organisation.
A maximum of 1,000 is available for applications where projects are jointly run by more than one organisation, which covers a broader area of benefit and meets both corporate and area priorities. [Please note: Groups and organisations can only receive one grant within a financial year]. Applications can be made throughout the year.

arts@leeds GRANTS
Who can apply?
Non-profit making groups and organisations involved in arts and cultural activities.
arts@leeds works in partnership with arts organisations to develop artistic excellence and maximise access to creative activity for the people of Leeds. It funds activities that increase people's access to the arts and enable people to participate fully and with increased confidence.
What can I apply for?
Funding towards a wide range of art-based activity including music, theatre, dance, visual arts and crafts, film, photography, radio, new media and writing.
There are two types of funding available:
- project funding for specific arts activity or core funding toward the core costs of an arts organisation's operation.
- Administration, salaries, publicity, fees and running costs are all acceptable core costs.
How much can I apply for?
No maximum limit is imposed, though the majority of first-time awards are for sums of less than 1,000. First-time applicants are invited to call the Senior Arts Development Officer to discuss this further.
When can I apply?
The scheme is now closed for 2009/10.
Application forms for 2010/11, which can be downloaded from the website, will be available from the beginning of November 2009. The deadline for receipt of grants is January 2010 (tbc). Only one application per organisation will be considered.

BLACK HISTORY MONTH (OCTOBER) GRANTS
Who can apply?
Any community or voluntary organisation committed to implementing events for Black History Month is eligible to apply for a grant.
Black History Month is held every October in Britain, to commemorate and celebrate (Black) African and Caribbean history. It aims to disseminate knowledge and awareness of Black History and cultural heritage, and raise the profile of positive contributions to British society.
Events involving joint projects between younger and older generations and events that have sustained impact or lasting value are particularly welcome.
As the total fund is quite small, groups are advised to seek additional funding elsewhere. Priority may be given to those who have raised support from a range of sources.
What can I apply for?
The grant can be used towards the cost of room hire, publicity, speakers, trainers, activities and events celebrating and marking Black History Month.
How much can I apply for?
Grants are normally limited to 300.
When can I apply?
For 2009, application forms will be available from the end of May with a deadline of 3rd July 2009 and can be downloaded from the website.

CARERS GROUP SMALL GRANTS
Who can apply?
Carers on behalf of their Carers Group or organisations running a specific Carers Group. The aim of the fund is to support informal, unpaid carers who are looking after ill or disabled adults or children.
What can I apply for?
The grant can be used to pay for room hire, transport, mailings, respite, speakers, etc. and to fund specific projects or events for carers. It is not to be used for the cost of paid group facilitators.
How much can I apply for?
Grants of up to 300 are usually made.
When can I apply?
Applications can be made throughout the year and funding decisions are based on a first come first served basis. Only one application per group is allowed.

GREENFINGERS
Who can apply?
Greenfingers Leeds works within Keeping House (see below) to offer support for:
- Developing new gardening services for older and disabled people
- Helping existing services to work towards sustainability, through expansion or development of new sources of income
- Encouraging services to seek innovative solutions to meet older and disabled people's requirements
What can I apply for?
Small Investment Fund: feasibility studies; business planning; gardening equipment
Main Investment Fund: start up costs; recruitment of staff and volunteers; training for staff and volunteers; green waste composting and recycling; gardening vehicles, equipment and storage; publicity and marketing; initial management and overhead costs

Up to 10,000 a year for up to 3 years.

KEEPING HOUSE
Who can apply?
Keeping House is a partnership programme sponsored by Leeds City Council Adult Social Care. It offers a new approach to meeting housekeeping needs i.e. shopping, cleaning, gardening, laundry collection etc by using local people who set up a social enterprise to deliver the services.
What can I apply for?
There are two types of financial support available:
- Small Grants: to cover the development costs of social enterprises wanting to set up in business to develop any of the above services. This might be to cover the costs of a Feasibility or Business Plan, for instance.
- Investment Grants: can be for up to 3 years, for revenue or capital costs. They need to be accompanied by a business plan and cash-flow forecast that indicates how the business will move towards becoming self-sufficient in the first 3 years.
How much can I apply for?
Small grants are up to 2,000
Investment grants are in the range of 4,000 to 25,000 per year
When can I apply?
The grants panel meets quarterly, with the deadline being approximately 3 weeks before the panel meeting.

HEALTHY LEEDS: SMALL GRANTS
Who can apply?
The small grants scheme is aimed at community groups run and led by local people. This might include: residents & tenants groups; allotment societies; selfhelp groups; and other local groups tackling issues around health and wellbeing.
Priority will be given to groups with an annual income of under 30,000.
What can I apply for?
You should be running a one-off project, event or activity which:
- Aims to improve people's health and wellbeing
- Is new, i.e. not something that is already up and running or ongoing - it must have a clear start and end date
Small Grants must either benefit people living in the 10% most deprived neighbourhoods (or super output areas) in the country or must benefit a group classified as vulnerable. The Indices of National Deprivation will be used to determine the areas of deprivation (the 10% most deprived nationally are equivalent to the 20% most deprived in Leeds). Groups classified as being vulnerable include: children, older people, BME communities, disabled/learning disabled people, people with mental health issues, homeless, refugees and asylum seekers, gypsies and travellers.
How much can I apply for?
There is a total budget of 22,000 and you can apply for a grant of between 250 and 500 in 2009/10.
When can I apply?
Grant applications will be reviewed on an ongoing basis until the total amount has been fully allocated so we recommend you submit your application as soon as possible. The deadlines for receipt of applications are Monday 29th June 2009 and Monday 28th September 2009.

HEALTHY LEEDS: HEALTHY LIVING GRANTS
Who can apply?
New or existing groups/organisations operating at a local or city-wide level.
Projects should:
- have a direct benefit and clear outcomes for individuals, groups or the local community (i.e. not just researching what the project might look like or how it might affect service users in the future)
- be new, not an ongoing project i.e. it must have a clear start and end date
- involve, engage and consult service users and carers
- meet the key funding criteria of the Healthy Leeds Grants programmes
For 2009/10, all applicants must also be addressing either the AAACM (All Age All Cause Mortality) or LAA (Local Area Agreement) targets across one of the following 3 key themes: Reducing Poverty; Promoting Positive Emotional Health and Wellbeing; or Putting Prevention First.
What can I apply for?
Training or equipment; sessional workers and volunteer expenses; consultancy; design, publishing and promotional activities; room hire; educational or training resources; crches, and some other service user and carers' expenses. Please note, we cannot contribute towards your ongoing running costs such as salaries, utility bills etc. We are keen to support innovative and imaginative projects that demonstrate fresh approaches and new ideas.
How much can I apply for?
There is a total budget of 110,000 for the Healthy Living Grants for grants, of up to 4,000.
When can I apply?
The deadlines for receipt of applications are Monday 29th June 2009 and Monday 28th September 2009.

HEALTHY LEEDS: RESEARCH GRANTS
Who can apply?
New or existing groups/organisations operating at a local or city-wide level. All applicants must also be addressing either the AAACM (All Age All Cause Mortality) or LAA (Local Area Agreement) targets.
Research projects should:
- be city-wide, or, if being delivered in a local area, should incorporate transferable learning/knowledge which can be shared city-wide;
- be for an area of concern which has not been fully identified, explored or investigated OR focus on groups of people who fall under the radar of mainstream service provision;
- fully involve service users and carers in the project i.e. should be actively consulted around the project in terms of scope, remit and monitoring / evaluation methods;
- conclude with the production of a specific, written report and / or some key recommendations that clearly identifies the target for the report and the intended impact; and
- meet the key funding criteria of the Healthy Leeds Grants programmes.
Type of research project:
There are a number of different types of research or study activities we would support, including pure research projects, action research or participatory appraisal.
You may need to consider the ethical implications of your research activity. Both Adult Social Care and the NHS have research governance frameworks you may find it useful to tie your project into.
If you are planning to undertake a more academic piece of research, you may wish to think about the benefits of having an academic supervisor. This will afford you the necessary guidance to ensure that your project produces effective and meaningful results.
How much can I apply for?
There is a total budget of approximately 37,800 for the Research Grants, with grants of up to 10,000. The Panel may award up to two 15,000 grants per year for substantial research projects. The deadline for applications is Monday 29th June 2009.

LUNCHEON CLUB ANNUAL GRANT 2009 / 2010
Who can apply?
Applications can be made from any independent community group wishing to provide a luncheon club on a regular basis for older people in the city of Leeds.
Groups must have at least 20 members, have a bank account in the name of the luncheon club with at least 2 signatories and have a constitution / set of rules for the club.
We will consider applications from new luncheon clubs with a membership of less than 20 members in their first year providing they can provide additional information in support of their application, e.g. research carried out into the need for a luncheon club in the area.
What can I apply for?
Successful applicants may receive a contribution towards meals, volunteer expenses including training, insurance for the club, rent for premises if applicable.
Groups will need to apply for funding each year. They will be expected to provide information on the club's activities, by completing a monitoring form, annual accounts of the luncheon club and an annual report.
When can I apply?
Application forms are available from September 2009 with the closing date of end October 2009.

MENTAL HEALTH DROP-IN & OUTREACH BUDGET SCHEME
This scheme provides funding for groups whose main objective is to support people with mental health problems. The fund prefers to support user-led groups.
The funding for the scheme comes from Leeds City Council and is managed by Leeds Mind.
Who can apply?
Anyone who is organising projects which meet the criteria of being a Mental Health Outreach / Drop In Group including:
- Ethnic Minorities
- Parents
- Women
- Young People
- Projects covering one local geographical area
- User-run projects
- 'Out-of-hours' projects
- Arts projects
- Innovative / imaginative projects
- Projects aiming to encourage cross-agency project working
What can I apply for?
Grants are available for running costs such as room hire, payment for speakers, transport, refreshments, holidays, trips out and insurance. It does not fund the staff costs.
How much can I apply for?
Grants of up to 800 in one year.
When can I apply?
Application forms are available from January. Applications may be submitted throughout the year subject to funding availability.

NEIGHBOURHOOD LEARNING CAPITAL GRANTS
Funding comes from the Learning and Skills Council West Yorkshire (LSCWY) and is managed by the Adult & Community Learning Service of Leeds City Council.
Who Can Apply?
Voluntary and community sector organisations offering adult learning opportunities.
These may be in the form of courses, volunteering opportunities or services.
What can I apply for?
Capital items that enhance the adult learning experience. Items may enable you to improve current opportunities or to offer something new.
The funding can also be used for DDA (Disability Discrimination Act) adaptations or minor works to buildings.
To date it has funded a wide range of items including: installation of access ramp and disabled toilet, digital cameras allowing learners to record progress, DIY equipment to support an in-house training course for a supported housing project, IT equipment to run outreach learning sessions and kitchen equipment to start a community cafe.
How much can I apply for?
There are no lower or upper limits on how much you can apply for but usually small are between 500 and 5,000.
When can I apply?
Applications are accepted throughout the year and reviewed on a monthly basis.

PLAYSCHEME GRANTS
Who can apply?
Any community-based voluntary group that is willing to provide suitable activities for children, primarily in the 5-13 age range, during any holiday period (except Christmas and Spring Bank Holiday). Provision should be delivered via sessions, seek to involve volunteers and have minimal charges. All schemes must be registered with Ofsted for schemes providing for children under the age of 8 and on the Voluntary Childcare Register for children over the age of 8.
What can I apply for?
Any grant awarded is made as a contribution towards staffing costs. However, if a scheme has obtained other sources of funding, the Playscheme grant can be put towards other essentials such as equipment or programme activities.
How much can I apply for?
There is no set figure that can be applied for. The grant awarded is based on a standard funding formula, which is affected by various considerations. The main ones are how long the playscheme is run and how many children are to attend.
When can I apply?
Application forms are available every January and must be submitted by the 31st March each year. One application covers the full year.

RECREATIONAL (NON-SPORTING) ORGANISATIONS GRANTS
Who can apply?
Funding is available to voluntary / community and non-profit making organisations only.
What can I apply for?
Applications should be for horticultural / nature conservation / countryside / environmental activities. The types of items funded include the following:
- Publicity and printing costs
- Equipment essential to establish new projects and activities
- Organisation of special events, such as public meetings, open or activity days, conferences, community events and celebrations
- Training costs related to obtaining skills
- Establishment of horticultural or nature groups
- Establishment of Britain in Bloom organisations
- Assistance with nature conservation work, e.g. clean-up projects, work with schools, wildlife surveys and research
- Interpretation facilities and information boards
- Development projects; ensuring the sustainability of projects; outreach activities
How much can I apply for?
The maximum grant will be 500.
When can I apply?
Applications can be made throughout the year but an organisation may have only one grant in any one year. Applications should be made now for the next allocation in April 2010.

SPORTS GRANTS
The Leeds Sports Grants are intended to encourage and enable the people of Leeds to take part in sport, particularly within the Voluntary Sports clubs. The system is administered by the Leeds Sports Federation on behalf of Leeds City Council.
Who can apply?
Applicants must reside or be predominantly based within the Leeds City Council administrative boundary.
Groups: preference will be given to applicants who are contributing to the development of local sporting communities. All clubs must operate an open membership system and encourage the development of and participation in sport by groups normally under-represented in terms of sports participation. Applications will normally only be considered from clubs who are affiliated to their national governing body of sport and / or are a bona fide sports club.
Applications from individuals will only be considered if the individual is currently representing their country at junior or senior level.
What can I apply for?
Groups can apply for sports equipment or kit only. Individuals can apply for specialist sports equipment or to support expenses in connection with representing their country.
How much can I apply for?
The maximum grant is 250 for individuals and 500 for groups
When can I apply?
For activities taking place or commencing in:

SUPPLEMENTARY SCHOOLS GRANTS
The fund is intended to provide financial assistance in support of classes for children from minority communities.
Who can apply?
Any registered supplementary school in Leeds, which provides classes for children aged 5 to 16 years, out of normal school hours.
What can I apply for?
The grants are intended to help supplementary schools implement their support for raising achievements of children. Supplementary schools that can demonstrate they will be working with under-achieving children are particularly encouraged to apply. The grants cannot support religious or political activities.

Leeds Prevent Programme
The tragic events of the July 2005 bombings have had a significant impact on Leeds and have unified the city's residents from all faiths and backgrounds, and its civic and faith leaders, to stand together against any form of violent or hate inspired extremism,
religious or political. Since then Leeds City Council has worked hard to build partnerships with faith groups and communities to identify and explore their needs and concerns.
Preventing Extremism is a key theme within the Council's Cohesion and Integration priorities. Building cohesion and integration includes promoting a shared sense of belonging and ensuring that we can build better relationships between people from
different cultures and backgrounds. Extremist messages can stem from some of the most cohesive communities which is why we need to undertake a more targeted approach to tackling violent and hate inspired extremism and building the resilience of
individuals and communities.
Leeds City Council has available 200,000 for the Prevent programme to commission activity throughout the city which aims to deliver a range of new and innovative approaches to tackle the cause and effects of violent and hate inspired extremism
within our communities and bring about improved cohesion, tolerance, and understanding.
The Prevent programme seeks to engage local organisations to work in partnership over the funding period 1st September 2009 - 31st March 2011, to develop models of best practice that support vulnerable individuals, and build the resilience and confidence of communities to challenge robustly the ideas of violent and hate inspired extremists who seek to undermine our way of life.
The commissioning period will commence on 1st June 2009, with a closing date of 5pm on 3rd July 2009. All interested parties will need to complete a pre-application registration form which will be available on www.leedsinitiative.org from Monday 1st
June 2009. For parties who do not have access to the internet, please contact the Prevent Team on (0113) 224 3361 for further information. On completion of the preapplication form, applicants will be issued with a unique reference number and the Prevent commissioning pack. Unless a request is made for a paper version of the commissioning pack, all applicants will receive this via email within one working day of receiving your pre-application form. Any queries related to the process, application form, or guidance notes can be emailed to prevent@leeds.gov.uk.
Prevent Small Grants Fund
A separate small grants pot will also be available that will provide up to 500 for small scale projects to be delivered by local groups within their communities. Guidance notes and application forms for the small grants fund are available from the 1st June.
There will be three funding rounds of the Prevent small grants fund and the first closing date for receiving completed application forms is 5pm on Thursday 10th September 2009.
